DEVELOPING A TRANSIT AGENCY COMPREHENSIVE TRAINING PLAN
This project was to create and refine a process managers can use to develop and manage a comprehensive training plan for their transit agencies and disseminate information of the process. Three transit agencies participated: A small operator, the transit system in a medium-sized city, and a large metropolitan operation. The train plan development was found applicable to all sizes of agencies. It proved flexible and adaptable. The procedure enables transit managers to create their own plan rather than having one developed by a consultant. The process was found to fit the typical work setting of many transit managers. The use of graphics and the break of the process into clearly defined and feasible steps gives participants a clear agenda and specific details to address. The ability to produce a training plan targets training resources by: (1) including training needs of all positions in every department; (2) creating a progression of training topics to match the progression of positions in a career path; (3) clarifying needs of various positions in the same department; (4) identifying training needs in each department that derive from interdependence between departments; (5) linking training topics to the entire organization; (6) providing the plan in a form that is understood quickly by everyone and readily implemented.
