JAPANESE TRANSIT FORGES AHEAD
In several Japanese cities, construction of urban transit systems is underway. Projects currently range from relatively small upgrading schemes to major construction such as the new Tokyo Keiyo commuter line. A new 14.35 km metro system is due to open in Sendai in November. This will be Japan's 9th metro system and work is about to begin on a new 11.8 km rapid transit line in Hiroshima. High costs of construction work have forced metro operators to revise their plans and in some cases substantial modifications have resulted. Hiroshima for example has opted for an elevated rubber-tyred system instead of a conventional metro. Several metros, such as Kobe and Osaka, plan to supplement new track construction by through running over lines owned by private railways. The overall pattern of transit construction has changed. Many current and planned projects concentrate on extending services to the suburbs rather than improving city centre travel.
