IMPROVEMENT OF COOPERATION BETWEEN URBAN AND REGIONAL TRANSPORT--EXAMPLES FROM THE FEDERAL REPUBLIC OF GERMANY

Improved coordination between urban and regional transit agencies in West Germany is aimed at increasing the convenience for passengers and reducing costs for the agencies by eliminating competitive services. Three steps for achieving these goals along with case studies are listed: (1) Elimination or reduction of transferring; (2) When transfers are unavoidable, make scheduling and changing as convenient as possible; (3) When different operators are involved, coordination of fares is essential. A summary table gives an overview of the various forms of cooperation in the Federal Republic of Germany, showing that (1) 40% of inhabitants and 44% of riders live in the catchment areas of the large transport communities; (2) Some 44% of inhabitants and 36% of passengers live in catchment areas of transit and tariff communities; (3) 88% of inhabitants and 81% of passengers live in catchment areas of transit undertakings which cooperate with each other in one form or another.
