MEASUREMENT OF JOURNEY TIME IN URBAN AREAS

The investigations were undertaken because: (a) there was uncertainty about the effect of different geometrical and environmental conditions on the speed of vehicles on thoroughfares in urban areas; (b) a calculation model for time and vehicle costs as a function of traffic engineering standards was required by the National Road Administration to advise municipalities about "establishing priorities for road and street construction projects in urban areas". The measurements were carried out according to three factors: (1) classification of speeds along thoroughfares by means of the floating car technique; (2) more precise classification of driving speeds and their distribution on certain stretches by means of sectional measurements (simultaneous measurements of traffic flow); (3) more precise classification of total travel time along certain stretches by means of a type of license plate registration technique for calibrating the measurements of type (1) above. The measurements were carried out on two and four lane, 50 and 70 kilometer-per-hour thoroughfares of varying functions and standards. (TRRL)
