STATE OF COLORADO ACCESS CONTROL DEMONSTRATION PROJECT
A project is reported which studied the cost-effectiveness of controlling access on existing highways to maintain a higher level of service and maximize the highway's flow, capacity, and safety. The report compares the effectiveness of maintaining the "near new" design of the arterial highways by limiting direct access, to the traditional alternatives of widening and building new arterials. The report describes in detail the project area, the plan development, and the final design and construction. The techniques and results of an evaluation of the access control demonstration are also discussed. The evaluation included both the transportation operations and public response to the project. The report also outlines the evolution and current status of access law in Colorado. Appendices provide further information on Colorado's Highway Access Law, and the State Highway Access Code. References are also included.
