PASSENGER CARRIER SAFETY
This is a report on the safety of bus, van, and limousine carrier operations in California. It identifies and examines numerous possible ways to improve passenger carrier safety, three of the most important of which are: more frequent vehicle safety inspections; more comprehensive testing and standards for passenger carrier driver licensing; and enhanced entry scrutiny of new carriers. The various chapters of this report list the safety initiatives identified, summarize the recommendations, and describe the workshops held in connection with the study. The workshops included representatives from the California Highway Patrol, the Department of Motor Vehicles, the affected carriers, and other interested persons. The workshop results are summarized, and suggestions to improve passenger carrier safety are discussed. Additional information concerning the workshops and California Bills are presented in appendices.
