TRANSPORT FOR DISABLED PEOPLE. DEVELOPING ACCESSIBLE TRANSPORT: THE ROLE OF DEMAND RESPONSIVE SERVICES. EUROPEAN CONFERENCE OF MINISTERS OF TRANSPORT SEMINAR 22ND OCTOBER 1986

The European Conference of Ministers of Transport (ECMT) is a political organization whose main focus is on a search for common political ground in efforts to improve European transport. In relation to transport for disabled people, the ECMT, through its ad hoc working Group on Transport for Disabled People, has found this common ground. Ministers of Transport of the 19 Member countries have given the political commitment to continue to work towards improved transport for disabled people in Resolution No. 54 which was adopted by the Council in November 1985. The Resolution and the accompanying report "Transport for Disabled People" set out the present position and general policy approach in many ECMT countries. The ad hoc Group, in following up this broader policy work is turning its attention to more specific subjects. One of these specific subjects is demand responsive services. The rapid growth in the number and variety of transport services on demand for disabled people provided a useful opportunity for an exchange of experience and views on their operation and on the policies which underpin them. The Seminar was held in Paris on October 22, 1986. Experts from many European countries and Canada discussed the planning and operation of these services, their links with other forms of public transport, and their objectives in the longer term. This report is intended to provide information on the practices in various countries and to stimulate informed discussion on appropriate policy approaches. It should be of interest both at Governmental level because of the discussion of central policy questions and at local level because of its examination of the practical issues in operating demand responsive services.
