CORRIDOR TRANSPORTATION MANAGEMENT FOR HIGHWAY RECONSTRUCTION: SOUTHEST EXPRESSWAY, MASSACHUSETTS 1984-1985

This 198-page report describes the results of a plan to maintain the transportation service in the corridor served by the city's Southeast Expressway while the road was under reconstruction. Measures implemented were reversible lanes, paddle screens in construction areas to prevent motorist distraction, and new commuter rail, commuter boat, and private commuter bus services. Park-and-ride lots were expanded at commuter rail stations and in carpool staging areas. To minimize the disruptions caused by accidents and vehicle breakdowns, expanded police and towing services were provided. Although the report is specific to the Boston case discussed, the traffic mitigation approaches can be applied to any major corridor reconstruction project. The document also includes some limited material on the planning process and who to involve. The report should be particularly useful to highway and traffic professionals and urban police departments.
