DEVELOPMENT OF A COMPREHENSIVE EVALUATION DESIGN AND DATA COLLECTION SYSTEM FOR ASSESSMENT OF PROVISIONAL LICENSING
The project involved the refinement of an evaluation design and data collection system which will be used to assess the effects of California's provisional licensing program for teenaged drivers. Special computer programs which allow evaluators to extract and organize necessary driver record data were developed. The extracted data will be analyzed in a comparison of accident and conviction means of drivers receiving provisional licenses with those who obtained licenses before the program was implemented. The second approach for the evaluation of provisional licensing was an interrupted time series analysis of accidents involving teenage drivers. Aggregated time series data were obtained from the California Highway Patrol and four comparison states (Ohio, Oregon, Pennsylvania, and Washington).
