SAND AND GRAVEL EXTRACTION: THE REGIONAL SITUATION: POLICY SUGGESTIONS

This report collates the results of studies made by working parties of the regional situation with respect to sand and gravel extraction. It describes the overall situation and presents conclusions about future policy. The first part of the report outlines the current programme of studies and lists the main considerations that relate to the problems connected with sand and gravel extraction. Data are given on past production and estimated future demand, and these are compared with ministry estimates. Sources of supply other than land-won supplies are discussed, this includes estimates of the supply from marine sources and a discussion of the use of substitute materials. Figures are given of estimates of land-won supplies from within the region. All regional working parties show that there is a problem of a potential shortfall and comments on this problem. The main findings of the working parties are next listed followed by the group's conclusions. These stress the need to encourage the use of alternative materials, the need for speed in obtaining advice and guidance, the need for a carefully controlled policy relating to permissions for land workings, and for the need for annual monitoring and a major review in 3 year's time. The paper concludes by discussing the next steps to be taken. /TRRL/
