TECHNICAL MEMORANDUM ON DESIGN FLOWS FOR MOTORWAYS AND RURAL ALL-PURPOSE ROADS

Because of improved vehicle and driver performance and high quality roads, it is now thought possible that design flow criteria can be altered. New definitions and uses of various measures are given: average daily flow (the standard working level) is used in the primary assessment of rural road schemes and peak hourly flow (maximum working level) is used for examining layout standards. Details of flow measurement, carriage width, design years and appraisal are included. Schemes are assessed using the peak-hour daily flow (pdr) ratio. Limitations in the use of PDR are outlined and design procedures determining carriageway layout summarised. There are also short sections on geometrical design standards, junctions, and choice between motorway and all purpose roads (in rural and urban areas). Detailed appendices are added with extensive technical and statistical details, and a number of worked examples. /TRRL/
