MANUAL FOR SMALL TOWNS AND RURAL AREAS TO DEVELOP A HAZARDOUS MATERIALS EMERGENCY PLAN

This 125-page manual has been developed as a guide to be used for small towns and rural areas in writing their own hazardous materials emergency plan. The guide takes a small town official through the entire process from the initial decision to write a plan, to choosing a writer, to writing the plan and updating it. Also included is a list of local organizations that may be included in the plan and the roles that they may play. The guide explains its importance and use so that an inexperienced local official with no hazardous materials expertise will feel assured about what needs to be done and how to do it. Also included is a case study in which the authors updated an old hazardous materials plan in accordance with the guide.
