DEMAND RESPONSIVE APPROACH TO HIGHWAY MAINTENANCE AND REHABILITATION. VOLUME 3: APPLICATIONS TO PAVEMENT TYPE SELECTION AND ALTERNATE BIDDING. FINAL REPORT

Guidelines for pavement type selection and alternate bidding have been published by the Federal Highway Administration and the American Association of State Highway and Transportation Officials. These guidelines recommend both an engineering and an economic analysis to identify that pavement strategy providing comparable service at lowest cost. However, the intended relationship between the engineering and the cost analyses is not clearly spelled out. Also, the guidelines are vague as to how comparability or equivalence in pavement performance should be determined. Furthermore, in advocating life-cycle cost analyses, the guidelines emphasize agency costs at the expense of user costs. To expand upon the guidelines, this report investigates the concepts, methods, and procedures necessary to apply life-cycle costing techniques to pavement type selection and alternate bidding. Life-cycle costing provides an unambiguous way of determining pavement equivalence and of evaluating pavement strategies, based upon minimazation of total discounted costs. To be valid, however, the analysis must include both agency costs and user costs. The report develops the relevant concepts and procedures that need to be applied in type selection and alternative bidding, and provides numerical examples of results of life-cycle cost analyses. Issues of data availability and of implementation are also discussed.
