ANALYSIS OF THE PENNSYLVANIA DRIVER'S LICENSE EXAMINATION PROGRAM. FINAL REPORT

A comprehensive review of the current Pennsylvania Driver License Examination Program was conducted to identify strengths and weaknesses, followed by the development of recommendations to increase both traffic safety and program efficiency. Further review and analyses were performed for a range of alternative driver testing programs in other jurisdictions, resulting in the identification of specific skills, operating practices, and knowledge needed to safely operate various classes of vehicles, as well as objective measurement techniques to assess these items. A subsequent pilot study was conducted at the Carlisle, PA, examination center to test enhancements developed following the review of alternative programs, with specific emphasis on written (road sign and law) and Class 1/passenger vehicle performance (on-road) examinations. Recommendations for future implementation were then made based upon analysis of the pilot study data. As an additional project requirement, an evaluation methodology was developed to track program performance through the regular monitoring of personnel, procedures, and facilities.
