MOTOR VEHICLE SAFETY AUTHORIZATION ACT OF 1986

H.R. 2248 authorizes appropriations for the National Highway Traffic Safety Administration (NHTSA) for fiscal years 1987 and 1988 and makes several amendments to the automobile safety and consumer disclosure laws administered by NHTSA. The matters addressed here include the following: funding levels for NHTSA for FY 1987 and FY 1988; odometer titling requirements and increased penalties for odometer tampering; allowing independent tire dealers to elect whether to register owners of tires themselves; restrictions and procedures for importing motor vehicles that do not conform, but are capable of conforming, to applicable safety standards; country of origin safety certification equality; bumper damageability disclosure; the responsibility of automobile dealers to repair a vehicle which has been recalled for defects before selling or leasing the vehicle; requirements that leasors of motor vehicles notify long-term leasees of safety recalls; a study of the effectiveness of State safety inspection programs; and truck wheel spray reduction safety standards.
