THE EFFECT OF ROAD LIGHTING IMPROVEMENTS IN WESTMINSTER ON ROAD ACCIDENTS

A substantial programme of relighting roads in Westminster in recent years has been undertaken. Roads where lighting improvements had been carried out in the period 1980-1983 were divided into four categories, based on the degree of lighting improvement (major/minor) and proportion of accidents in the dark before improvement (high/low). Details are given of the control data used. There is a substantial variation, between the categories of site identified, in the percentage changes in accidents in the dark since relighting. The change in "dark accidents" ranges from -31% to +37% with an overall change of -1%. Comparing changes in dark accidents relative to light accidents shows a reduction in dark accidents of 9%. The greatest relative reductions in dark accidents were obtained at sites with major improvements and with a high proportion of accidents in the dark before improvement. The overall relative reduction in dark pedestrian accidents was greater than the overall relative reduction in all dark accidents (16% against 9%). The value of the road accident savings resulting from the lighting improvements may exceed 100,000 pounds sterling per annum. (TRRL)
