ECMT ROUND TABLE 68: CHANGES IN TRANSPORT USERS' MOTIVATIONS FOR MODAL CHOICE: PASSENGER TRANSPORT

The pattern of mobility outside the home and associated use of the transport infrastructure and vehicles have changed in Germany since the mid-seventies in a way that had not been expected. It is important for future transport planning to recognize and understand these changes. Changes are due to: (1) Population patterns; (2) Different conditions outside the home (general economics, land use, transport supply, societal ideas); (3) Motivation of transport users themselves. This study concentrates on motivation that leads to changes in transport use. The number of persons with a free choice between transport modes has increased. Traditional emphasis on supply oriented planning alone will be less able to influence modal choice by itself. One conclusion is that the use of the car is evaluated more positively than it should be and the efficiency of public transit and nonmotorized transport is somewhat underestimated.
