COST SAVING OF SEGMENT FILES FOR LOCAL PLANNING AND POLICY MAKING

Segment files are frequently used for census applications. Well-known examples are at the U.S. Bureau of the Census and the Bureau of Dtatistics, Canada. Originally developed as DIME (Dual Independent Mapping Encoding) files in the United States, its concept is now used in many countries. In the Netherlands there is great interest in the use of segment files for thematic mapping and data processing, especially at the local level. Following on the feasibility study in Rotterdam in 1982 ("Thematic/Schematic Maps for Physical Planning and Policy Making, by making use of a Geographic Base File"), a pilot study has been carried out to apply the segment method in several cases for a cost benefit analysis. This study was commissioned by the Foundation Study Centre for Landinformation (SSVI). Geographic base files for parts of three different types of municipalities have been created. A selection of eight cases was made in consultation with representatives of the local authorities of the municipalities involved; e.g.: housing stock survey for arbitrary zoning systems; determination of voting areas; catchment areas for school planning and elderly housing facilities. The objective of the study was to prove that the use of the segment method can save time and money and that moreover fringe benefits (i.e., Thematic/schematic maps) can be obtained. Especially in a time period of economic recession and expense curtailments, the main conclusion of the study is that the segment method offers an important tool to reduce costs and to save time, while a better and more efficient product, i.e., information on thematic maps, for local planning and policy making can be supplied.
