EXTENDING THE TECHNIQUE OF LICENSE PLATE NUMBER MATCHING: CENTRAL EDINBURGH EXPERIENCE

This study shows that license plate number matching can be successfully extended to cover a large and complex study area. Described here is the preparation of O-D matrices involving license plate number surveys at 26 cordon crossing points, 3 car parks, the bus and railway stations, and a before-and-after parking survey covering 47 traffic zones. The matrices were analyzed to provide travel time distributions for selected O-D movements. Analyses were conducted to provide additional data for model validation and for effective insight into current traffic behavior. A test was conducted to investigate a commonly used method for increasing the number of matches. A new matrix-updating computer program was used to investigate an improved expansion method. The details are summarized of the license plate surveys and matching. The matching of results (travel time and route choice) is described.
