RESEARCH PROGRAM FOCUSES ON HIGHWAY IMPROVEMENTS

A commitee of transportation experts working within the Research Council's Transportation Research Board, investigated how U.S. highways could be improved to keep pace with a steadily growing volume of motor vehicles. In response to the committee's recommendation, a Strategic Highway Research Program (SHRP) has been established within the Research Council. SHRP will supervise research in six priority areas identified by the committee: asphalt characteristics; long-term pavement performance; maintenance cost effectiveness; concrete bridge component protection; cement and concrete; and snow and ice control. Provisions for SHRP through a set-aside of 0.25% of federal-aid highway funds is included in proposed legislation to reauthorize federal highway programs for four years. SHRP will operate on a budget of $30 million a year--$150 million over the 5-years duration of the program. The research will be carried out by universities, research institutes, consultants, government research laboratories, and private firms under contract with SHRP. SHRP will attempt to meet the need for more central management of research responsibilities for the nation's highways. An important function of SHRP will be preserving and disseminating the research findings.
