PUBLIC TRANSPORT COORDINATION IN SHIRE COUNTIES AFTER DEREGULATION
The author looks at the differences between metropolitan and shire counties following the local government reorganisation in 1974 as far as public passenger transport is concerned. A strong political will and a range of professional experience in public transport ensured that the passenger transport executives developed coordinated networks which have a well defined image of offering passengers value for money. In the shire counties the initial legislation and subsequent Department of Transport guidelines failed to fix a framework. As a result the public transport passengers and operators have found marked differences in their treatment, even between adjoining shire counties. A few shire counties have policies and programmes which follow developments in the PTE. Elsewhere a passive approach led to the National Bus Company developing their Market Analysis Package (MAP) studies as a means of survival. The financial memorandum attached to the transport bill published in January 1985 suggests that the local authority manpower may need to increase by some 200 as a result of new obligations. The paper outlines developments in the PTE's, shire counties and other research which could be of benefit during and after deregulation. In the majority of cases the use of computer hardware and software packages has been a prerequisite of these developments. The areas covered are: --the identification of loss making local bus services, tendering and compliance with registration;--coordination of local bus services and local authority education transport arrangements;--monitoring of concessionary fare schemes for the elderly, blind and disabled;--public transport in rural areas, coordination of local bus services with the transport requirements of social services and education department, health authorities, the post office and voluntary bodies.
