PARKING RATES AND PARKING BEHAVIOUR IN SHORT-STAY PARKING ZONES

In the inner city of Wiesbaden "Rund um die Marktkirche" parking behaviour was examined before and after an increase of rates at 138 parking meters from 0.10 dm to 0.50 dm per started half hour. The investigations consisted of counts of standing and moving traffic, and interviews with road users and operators of parking garages and parking sites. Results showed that the objectives of the increase, namely: that the parking spaces were used by a maximum number of cars; a reduction of searching cars; and an end to the malpractice of refilling the meters by long stay parkers, were achieved to a high degree.
