Whilst deregulation itself will last as long as the government of the day wants it to, the benefits which may emerge in the short term may not be long lasting. The paper identifies the short-term impact of deregulation in the UK bus industry. These could include lower costs, lower fares, more services and less revenue support. It then examines the factors which will influence whether these benefits will get larger or smaller in the long term. Evidence on them is reviewed, and, whilst it is not possible to draw final conclusions, some possible 5 to 10 year scenarios are set out. This paper is presented in an abridged form.
