PRIVATIZATION: WHAT HOPE FOR RAIL?

Two guideway transit projects are examined as possible prototypes for private-sector involvement in such modes. While so-called privatization of bus transit may not be difficult, the high fixed costs of rail transit seem to present major problems. The people mover for the Harbor Island Development at Tampa, FL, is a system developed primarily with off-the-shelf technology by Otis Elevator. This $7 million Shuttle Transit concept is also being applied in Austria and South Africa. At Tampa the automated guideway transit system is an integral part of the privately financed real-estate development. Not yet implemented is a private-sector provision of guideway transit to Dulles International Airport from a station on the existing rapid transit line of the Washington Metropolitan Area Transit Authority. Dulles Access Rapid Transit (DART) would for the first time in a half century be a private sector attempt to construct and operate a rail transit line with the only government involvement being provision of land for alignment. This route would be in the median strip of an airport access highway which is owned by the Federal Aviation Administration.
