PAVEMENT MANAGEMENT FOR URBAN CITIES
Pavement management systems have been implemented in a number of Provinces and States in North America, and some cities. While highway networks have some degree of similarity in requirements, the development and implementation of pavement management systems for cities must recognize a wide variation in size, available resources and special conditions. Alberta Transportation has recently developed and implemented a comprehensive pavement management system for the primary highway and secondary road system. It was desired to determine to what degree and how effectively this system could be used by Alberta cities, over a range of small to medium to large in size. Consequently, a study was undertaken to determine the feasibility of implementing a standard pavement management system in all urban centres in the province. The study was comprised of three components: 1. a review of existing pavement management systems in North America and the experiences of the user agencies; 2. a review of existing practices within Alberta cities and development of a system design list; 3. evaluation of three existing systems (including the Alberta Transportation system) in the context of 2, above. The paper reports on the finding of this study and its recommendations. It was concluded that of the three systems evaluated, none was totally suitable for the Alberta situation and as such the study team presented for possible options for the Province to pursue.
