AN INITIAL APPROACH TO MANPOWER PLANNING IN HIGHWAY DEPARTMENTS; SOME PRACTICAL CONSIDERATIONS

This practice-oriented paper which attempts to answer the question whether the concept of manpower planning has a positive contribution to make in highway management, consists of two parts, the first of which considers the justification for manpower planning and the basic information requirements necessary for the building of a plan. The second part examines some of the problems which emerge in structuring and implementation of the plan. Reasons are considered why such planning techniques have to date had little application in organizational planning. A series of practical suggestions are made for the introduction of manpower planning techniques. The essential requisites of successful manpower planning are identified as: participation of management; coordination of activities; and monitoring and modification.
