MANPOWER PLANNING

This paper which describes how manpower planning methods can be useful to local agencies, discusses the history of the concept of manpower planning, the reasons for the importance of such planning in both government and industry, and the analytical techniques and procedures applicable within an organization. The question is also discussed of how these techniques relate to less quantifiable personnel and managerial consideration, and to the wider problems of planning for the organization as a whole.
