55-M.P.H.: DO WE STILL NEED IT? WHAT IS ITS FUTURE? A FORUM DEBATES THE ISSUE
Many differing views were aired in often heated exchanges during the day-long "Forum on 55," which met at Chicago's O'Hare Hilton Hotel on April 15, 1985. Called together by the National Safety Council and co-sponsored by nine other organizations with traffic safety concerns, the forum featured presentations by 11 spokesmen for organizations covering the whole spectrum of speed limit views and a luncheon speech by the so-called "father of the 55 mph limit," Rep. James J. Howard (D-N.J.), chairman of the House Public Works and Transportation Committee. Extending the official welcome of the council to the participants, National Safety Council President J.C. Gilchrest noted that the forum had been called together "to get a reading on how various organizations and professions view the national 55 mph limit," especially in the wake of the publication of a study of the limit by the Transportation Research Board of the National Academy of Sciences. The remainder of this article is devoted to summations of the views of various speakers.
