TRANSPORTATION NEEDS OF THE URBAN POOR
About 23.71% of India's population lived in urban areas in 1981. The figure is expected to increase to 29.4% by the turn of the century. Around 40% of urban population is either below or on the fringes of the poverty line, and their number is increasing because of migration from villages and smaller urban areas. Various problems in mass transportation needs of urban poor and present policies are discussed and the deficiencies in the present system approach highlighted. Land development policies to minimize costs and to maximize locational advantage for the urban poor are suggested, so that a level of equity can be established for the people who have been socially and economically neglected. Within cities, mass transport, cycle and pedestrian traffic must be considered in all stages of the planning and implementation process. Together with this, various measures for the improvement of the transport system are suggested. In effect a sustained effort in demand reduction and supply increase has to be made. Moreover planning has to be integrated in an overall policy of urban decentralization, which would help achieve a balanced regional development and overall economic uplift of the poor. (Author/TRRL)
