UTAH HIGHWAY SAFETY. HOW WE ARE DOING AND....AND WHY
This report consists of 2 principal sections. The first section reviews the general improvement of highway safety for the past 20 years. Quantifiable measures of effectiveness are analyzed for Utah and the U.S. The second section reviews nine highway safety programs. These programs are representative of three principal types of highway safety programs. The three types are as follows: programs that reduce accidents and/or fatalities and produce a high benefit return per dollar of investment (effective/cost effective); programs that reduce accidents and/or fatalities, but produce marginal benefits for each dollar invested (effective/sub cost effective); and programs that produce no benefits or negative (increase accidents or fatalities) benefits regardless of dollar investment (counter productive). The second section also summarizes the findings of each of the evaluation reports specific to each program.
