A NOTE ON DIFFERENCES BETWEEN URBAN-RURAL AND SPEED-LIMIT CATEGORISATIONS OF ROAD ACCIDENT DATA

This report discusses statistical problems in the common practice of regarding roads having 30 and 40 mph speed limits as equivalent to roads in urban areas. Data from records of all fatal and serious accidents in England are presented to show that the urban-rural differentiation gives quite different results from a speed limit differentiation and that a speed limit classification may more accurately reflect the dynamics of the traffic and driving conditions.
