TRAFFIC REGULATION AND PILOTAGE
Reviews the problems requiring the need for traffic regulation in heavily congested areas and outlines a plan for achieving this through compulsory pilotage, radar surveillance and information services. Financial support for these services could be achieved by a levy on all vessels navigating in the area.
