LOCAL AND REGIONAL PUBLIC TRANSPORT IN 10-20 YEARS. ECONOMIC CONDITIONS AND FORMS OF FINANCING. SUMMARY AND CONCLUSIONS

At present, deficit of public transport enterprises is covered by subsidies. Four methods whereby present subsidies can be replaced or supplemented have been studied: (1) employers' levy on wages costs. (2) car levy on fuel for private use. (3) levy on land except agricultural land. All the above to be allocated to public transport. (4) differentiated fares, cost during rush hours to be double that at other times. This would raise revenue and lower costs. No. 4 can be used to supplement any of 1-3. Conclusions regarding 1-3 are: (a) almost everywhere apart from metropolitan regions, 1-3 can replace present subsidies without levy having to be very high. (b) none of the levies has clearly positive side effects. Conclusions regarding 4 are: (c) differentiated fares considerably improve the economy of the enterprises but present subsidy cannot be eliminated. (d) public transport resources can be better utilised. There is some redistribution which need not however disfavour low income groups. It is recommended that: (e) economies of public transport must be improved primarily by introducing fares better geared to costs, improving relationship between demand and capacity, and reducing costs. (f) all measures to reduce deficit must be combined with differentiated fares. (g) of the three levies, that on wages costs, seems best. (TRRL)
