URBAN MASS TRANSPORTATION ADMINISTRATION'S NEW FORMULA GRANT PROGRAM: OPERATING FLEXIBILITY AND PROCESS SIMPLIFICATION
The Surface Transportation Assistance Act of 1982 created a grant program that increased state and local control over the use of mass transportation funds and simplified the grant application and review processes. GAO reviewed the program administered by the Urban Mass Transportation Administration to determine what changes have occurred in the organizations and activities of federal, state, and local participants.
