NAV--A STANDARD SPECIFICATION FOR A SHIPS NAVIGATION SYSTEM
The trend in the technical development of navigational aids is obviously towards more complex electronic systems which, when operating satisfactorily and correctly operated and understood, provides additional and useful information to the operator. Another trend coupled to the complexity, is diversification of design and arrangement which has obvious disadvantages. Both these trends give the possibilities for erroneous decisions and operations. One reason for this is that incorrect operation is not readily detected by the operator. Thus it has become more necessary to carry out thorough failure analysis of the system to establish the different effects of failures. This last problem area presents one of the most important of areas that have occupied much of the time during the development towards the present rules. And, as should be clear from the following presentation of NAV, the question of total reliability is the main objective. Existing regulations within this field cover only parts of the navigation systems presently under common use--mainly conventional aids like the sextant, the magnetic compass, radio direction finder and the radiotelegraph station. Recent amendments to the Safety of Life at Sea regulations make installation of gyro-compass echo sounder and radar compulsory on ships above a certain size. In December 1973 Det Norske Veritas presented the document "NAV, Tentative Rules for Navigational Aids and Bridge Systems". With these tentative rules a new service is offered to the shipping industry. As is the case with other services by the society, it is a wholly voluntary matter whether a shipowner or a shipyard will apply for it or not. If a shipowner does apply for the service, a quality assurance programme is carried through with the classification society as the co-ordinating body, seeing to it that the specification is fully met.
