ENVIRONMENTAL PROTECTION FOR HARBORS
Information is provided on problems involved with discharges from vessels and resulting changes in the marine environment. The provisions of federal laws regarding waste discharges are summarized, including the Federal Water Pollution Control Act and the standards published by the EPA. Oil pollution from vessels is discussed, with an estimate of 5 million metric tons being discharged from nonrecreational ships in 1970. Sewage discharge is small in comparison to nonmarine sources. Solutions to controlling discharges are proposed, with particular emphasis on the problems of oily waste discharged from ballast tanks and bilges. In view of the costs associated with preventing discharges, research concerning the environmental impact of different concentrations of typical pollutants should be given a high priority.
