REVIEW OF URBAN BUS SERVICES IN JAPAN

There are only two dominant types of public road passenger transport in urban areas in Japan: stage buses and taxis. The total number of bus operators in Japan is 351 (1983). This includes 296 private operators, 54 municipal enterprises, and the bus division of Japanese National Railways. Of all bus passengers 72% are transported by private operators, 25% by municipal authorities and 3% by the bus division of JNR (Japanese National Railways). Details are given of the operation and traffic performance of bus services, their financial status and grants allocated to them. Measures likely to improve bus services are listed: bus priority systems (bus lane, bus priority signals), improvement of vehicles, ticket issuing machines, improvement of bus stops, night bus service, small size vehicles, dial-a-ride systems, and innovation in fares and tickets. The report concludes by putting forward policy recommendations.
