REPORT OF THE 68TH ROUND TABLE ON TRANSPORT ECONOMICS HELD IN PARIS 8-9 NOVEMBER 1984 ON THE FOLLOWING TOPIC: CHANGES IN TRANSPORT USERS' MOTIVATIONS FOR MODAL CHOICE: PASSENGER TRANSPORT

This report is in two parts. Part 1 outlines the problem of mobility outside the home and changes in the use of transport infrastructures and vehicles in Germany since the mid 70s. Indicators of out-of-home activity patterns (changes in population patterns, changes in the economic situation, land use, transport supply, and changes in the motorization of transport users), results of sample surveys of transport behaviour using the "kontiv-design", and data validation are outlined. Details are given of the changes in modal split, regional differences in changes in transport behaviour, planning schemes to improve urban structures, impact of measures in public transport field, effects of measures to encourage non-motorised traffic, and subjective evaluation of transport infrastructures. The report in part 2, based mainly on work carried out for South Yorkshire County Council, the Social Science Research Council, and the Rees Jeffreys Road Fund in the United Kingdom, argues that there are five different areas of work which represent the most important developments in understanding mode choice: 1) perfection (and decreasing relevance) of cross-section utility models; 2) activity analysis and household constraints on choice; 3) theory of car availability; 4) formation, maintenance and breaking of travel habits; 5) time scale of adaptation.
