MODELS FOR DISTRIBUTION OF OPERATING DEFICITS OF COUNTY TRAFFIC UNDERTAKINGS

MODELLER FOER LAENSTRAFIKFOERTAGENS FOERDELNING AV DRIFTUNDERSKOTT

At present operating deficits of local and regional public transport companies are shared between local and county authorities. Various models are used but these are not satisfactory, and new distribution models must be constructed. The requirements for a distribution model are e.g. Regional coordination, provision of equal standards, national economic effectivity, incentives for local authorities to plan traffic efficiently. The models must be flexible, easy to understand and to operate, and cover all types of traffic. Various combinations of these requirements give rise to a large number of possible models. They can be classified according to (1) method of calculating costs and revenues (by route or for whole area), (2) distribution between municipalities (separate treatment of intra-municipal routes or aggregation of all routes, use of different parameters), (3) distribution between local and county authorities (county covers certain proportion of deficit or gives grants based on population, is responsible for a certain standard or a certain trunk route, etc). A limited number of models are proposed. In the comparative model, costs are computed per route and shared between municipalities, revenues are shared between municipalities, and deficit per municipality is calculated. The models will be tested in the next stage of the project.
