This publication contains testimony before the Subcommitte on Transportation of the Senate Committee on Environment and Public Works on legislation reauthorizing the Federal-aid Highway Program for fiscal years 1987 through 1990. Among the issues witnesses were asked to address: the ability of States with small populations and large areas to raise sufficient revenues for highway needs, the Federal-Lands Highway Program, the 55-mile-per-hour speed limit, diversion of highway user fees for nonhighway purposes, the needs and conditions of roads in agricultural areas, completion of the Interstate Highway System, responsbilities of the Federal, State and local governments, alternative methods of financing highway construction including toll financing, and review of the apportionment formulas.
