ENVIRONMENTAL AND SAFETY REGULATIONS AND STANDARDS APPLICABLE TO THE DISPENSING OF ALTERNATIVE FUELS FOR VEHICLES

To gauge the degree of readiness for commercialization of alternative fuels in an environmentally responsible and safe manner, existing regulations and standards applicable to the dispensing of alternative fuels for vehicles at the point of retail sale were examined. The fuels covered were commmpessed natural gas (CNG), liquefied petroleum gas (LPG), and neat methanol. The study found many industry-developed and -sponsored safety standards applicable to alternative fuels, some of which have been codified into statutes and regulations at the federal, state, and local levels. The available safety standards and regulatory processes appear sufficient to allow widespread commercialization of alternative fuels. Regarding environmental standards, few exist for alternative fuels at the dispensing level beyond those already in place for conventional fuels, and additional standards seem unlikely. unlikely.
