FINAL EVALUATION OF PHASE I OF THE TRAFFIC SAFETY LAW ENFORCEMENT AND DISPOSITION PROJECT

This document is a final report that summarizes the finding of an evaluation for the period February 1, 1980, through July 31, 1981, of the Traffic Safety Law Enforcement and Disposition (TSLE & D) System currently being tested in New York State. Developed by The Traffic Records Program of the New York State Department of Motor Vehicles and the New York State Division of State Police, the TSLE & D demonstration project is examining the operational feasibility and benefits of a new uniform traffic ticket and traffic ticket management information system. The evaluation is being conducted by The Traffic Institute of Northwestern University. The TSLE & D System has created a centralized computer file that can be used for ticket accountability and the production of ticket activity reports. Anticipated benefits of the system included: (1) reduced administrative work for police agencies and traffic courts, (2) increased availability of comprehensive traffic enforcement reports for highway safety planning, (3) improved accountability of traffic tickets, and (4) lower overall system cost. The results presented in this report are based on interviews with police, court, and TSLE & D staff personnel; field visits to participating agencies; a mail survey of participating agencies; and a review of project materials.
