Climate and Natural Disaster–Resilient Transport: Evaluation of the World Bank Group’s Support, 2016–25
The Independent Evaluation Group (IEG) is evaluating the World Bank Group’s support to strengthen resilience in the transport sector to climate and natural disasters while ensuring reliable, accessible transportation. The evaluation assesses performance in helping client countries reduce infrastructure damage and service disruptions from common shocks such as extreme temperatures, abnormal precipitation, storms, floods, heatwaves, sea level rise, earthquakes, and volcanic activity. It examines how adaptation investments enhance resilience, lower lifecycle costs of infrastructure, and sustain economic and social development—especially for emergency response and recovery. Aligned with the Evolution Roadmap and the Update to Governors, “Foundations for Growth and Jobs,” the evaluation focuses on delivering reliable, affordable, and resilient roads, ports, and related services as enablers of jobs and growth. By synthesizing evidence on successful practices and gaps, the evaluation will identify effective, scalable adaptation measures and provide actionable recommendations to enhance future World Bank Group engagements for more reliable and accessible transport systems.
