TRAFFIC CONTROL DEVICES ON LOCAL ROADS
Steps taken toward the standardization of traffic control devices is briefly reviewed, and the Manual on Uniform Traffic Control Devices by the Federal Highway Administrator is discussed. Comments are made on compliance with the standards of the manual. Each state has developed different techniques for advising the motorist and encouraging governmental agencies to achieve total conformance of traffic control devices. Experience and discussions on both state and national levels indicate that the principal concern of local agencies are: the cost of conformance; the timing established for conformance; the need for conformance; the legal and economical consequences of nonconformance; and achieving conformance.
