3C--THE VALUE AND EFFECT OF PUBLIC PARTICIPATION
Public participation is seen as a key ingredient in the effort to achieve a coordinated transportation system, i.e., a system which achieves balance in politics, policy and process. The Boston experience is described and the establishment and essential elements of the Boston Transportation Planning Review are outlined. Important policy conclusions that have emerged from the Boston Study are reviewed, and problematic aspects of transportation politics are discussed.
