THE CONSTRUCTION OF A MODEL FOR TRAFFIC SAFETY IN THE NETHERLANDS: EXPLORATION OF POSSIBILITIES AND LIMITS

DE OPBOUW VAN EEN MODEL VOOR DE VERKEERSONVEILIGHEID IN NEDERLAND: VERKENNINGEN VAN MOGELIJKHEDEN EN BEPERKINGEN

Until recently it was almost impossible to give a rational explanation for the fluctuations in the number of accidents or to make prognoses. Therefore an exploratory study has been made into the possibility of a model, in which the main factors related to the lack of traffic safety are reflected. The main purpose of the study was to obtain a suitable instrument to fulfill two different tasks (1) a global description of the state of the art and the expected development of hazards related to traffic on the national level, and (2) determination of the effects of specific measures in the area of traffic safety, also on a national level. The main conclusion is that a model must be sought which is suited and developed for the global descriptive task and which can be an aid at the same time for the execution of the second more specific task. With the background of these aims a theoretical model is developed, which is described here in more detail. (TRRL)
