CHANGING ROLES IN REGIONAL TRANSPORTATION PLANNING

Changes are suggested in the roles of the transportation planning agencies (the regional planning agency - RPA's, Cities/counties, state departments of transportation - DOT's, and transit operating agencies), particularly the RPA's, to achieve improvements in the transportation planning process. The need for improved transportation corridor planning is emphasized, and the suggestion is made that the RPA's should continue to provide leadership at policy and regional system levels of planning through a task force system. Leadership in subregional system planning should assumed by counties and/or cities. The role of state DOT's should be one of review and approval with technical support provided to local jurisdictions. Transit operating agencies should provide technical support for regional system planning and staff support for corridor task forces. Interagency task force planning should be used as a primary vehicle for corridor planning.
