BLACKTOP QUALITY: ITS MEASUREMENT AND INTERPRETATION
The first part of the paper examines the quality of blacktop materials, and particularly of hot-rolled asphalt currently being offered to the consumer. It is found that in general two levels of quality are available, depending on the degree of compliance with specifications and methods of quality sampling used. The second part of the paper examines the problem of including quality in specifications when ingredients of a mixture are known to be variable and the effect of this variability is known to be extremely complex. /TRRL/
