SOCIAL EQUITY AND PUBLIC WORKS
This article discusses actions which would lead to the goal of social equity in the delivery of public works services. It deals with such subjects as the need to develop some consensus on the specific measures of need for public works programs, variations in equity concepts, social equity and public finance, and public works professional attitudes. A summary of legal activities in this area is included.
