A SCIENTIFIC APPROACH TO BIDDING: RANGE ESTIMATING
This paper presents a new procedure for estimating, which is referred to as "range estimating" and is considered to be a means of overcoming the inadequacy of the conventional method of estimating. A discussion is included on how to apply range estimating and its reliability. With the use of computers the process becomes "a two second task." It is concluded that, "With range estimating, the competitive bidder improves his chances of submitting the lowest bid-with assurance of making a predetermined minimum profit."
